Bodies Involved & Monitoring Mechanism

Cross-Sectoral Group

During the drafting of the Strategy, a cross-sectoral group was formed, consisting of representatives from all Ministries and other government bodies dealing with youth. This group contributed to the mapping of the current situation and conducted meetings to make proposals for the objectives of each policy field of the National Youth Strategy.

This Group has a key role during the implementation of the Strategy, as the members of the Cross-Sectoral Group are responsible for promoting the following actions:

  • Development of the individual Implementation Action Plans of the NYS

  • Preparation of the implementation budget of the Action Plans of the Strategy

  • Monitoring of the NYS implementation

  • Evaluation of the effectiveness of the NYS measures

  • Contribution to the preparation of the annual, interim and final Progress Reports on the Implementation of the Strategy

  • Ensuring the alignment of the NYS with the national legislation and policies and bridging the gap between various initiatives and national policies

  • Coordination with the Youth Board of Cyprus in the implementation of actions related to the Action Plans, monitoring and evaluation of the NYS

It is noted that an external qualitative evaluation may also be conducted, for instance by the Council of Europe.

NYS Monitoring Committee

For a more effective coordination between the members of the Cross-Sectoral Group and young people, the YBC will convene the Advisory Monitoring Committee regularly, which will serve as a meeting point for the various government bodies and young people that will allow them to engage in dialogue. The Committee consists of the Cross-Sectoral Working Group for the Youth (which consists of all government agencies related to youth issues), and the Cyprus Youth Council. Other relevant bodies may also participate in the Committee upon an invitation of the YBC, which is the coordinator of the Committee.

The Committee shall:

  • Convene at regular intervals every 6 months.

  •  Monitor the implementation progress of the Action Plans.

  • Discuss ways of promoting the implementation of the Action Plans.

  • Discuss the effectiveness of the Action Plans.

  • Submit suggestions to the Cross-Sectoral Group and the YBC regarding the formulation, implementation and monitoring of the Action Plans and the NYS in general

  • Be a meeting point for the various government bodies and young people where they will be able to engage in dialogue.
